Mombasa County, Kenya
Mombasa, Kenya’s second largest city and an economic and tourism hub, faces a serious challenge in revenue collection. The County government of Mombasa was formed in 2013 following the introduction of a new Constitution in 2010 and subsequent elections in March 2013. Under the new system, local governments must collect 40% of revenues and are responsible for delivering key services, such as health, education, housing and social services. The old administrative system collected revenue manually and lacked proper controls. Governor Ali Hassan Joho has asked IBM to recommend ways to develop an integrated revenue collection system so the County government can improve service delivery for its residents.
