Stavanger is facing the reality of an aging population. It has had the foresight to understand the challenge and begin an active aging strategy to address it. However, it will only begin to see the biggest impact of this demographic shift over the next five years, creating a valuable three- to five-year window of opportunity to be proactive. The city has already made significant efforts through the 2012 launch of its “Leve HELE LIVET” (Lifelong Living) program, which includes a pilot project (Everyday Rehabilitation) based on the successful model introduced in Fredericia, Denmark. The challenge presented to the Stavanger Smarter Cities Challenge team was to develop a roadmap to advance a strategy focused on increasing the empowerment and capacity of elderly citizens to maintain good health and functional capabilities, thereby fostering independence.
