The City of Sapporo, Japan has asked the IBM team to support the City's initiative to reduce its environmental impact and contributions to global warming. The IBM team will aim to assist Sapporo with its goal to become the most environmentally friendly city in the world by providing recommendations in areas such as industrial growth and environmental plan promotion.

Fumio Ueda was elected mayor of Sapporo in June 2003, and has been re-elected twice since. Prior to becoming mayor, Mayor Ueda worked as a lawyer, primarily in the fields of labor law, medical malpractice, and human rights.
