The City of Durham asked IBM for support in addressing the disparity of educational achievement and economic opportunity for its youth. Through the Smarter Cities Challenge, IBM is partnering with the City to develop data-driven strategies to identify service gaps and enhance coordination amongst service organizations to ensure all youth have an opportunity to succeed and become positively contributing members of the community. Mayor William "Bill" Bell

Bill Bell was elected mayor of Durham in 2001, and has since been re-elected to second and third terms. Mayor Bell previously served on the Durham County Board of Commissioners from 1972-1994, and again from 1996-2000. He was the chairman of the Durham County Commissioners from 1982-1994.
