The economy of the City of Buffalo is full of promise, featuring regional colleges and universities, emerging biomedical research and high tech manufacturing industries – but its citizens also face challenges due to high dropout rates in schools, low youth employment and a fractured network of service providers and business. The mayor asked IBM to help improve employment opportunities for young people by developing a strategy to coordinate youth skill-building and employment activities, improve data-sharing and forge closer partnerships with businesses, public schools and community organizations.
